During the election of November of 2020, a referendum (Senate Bill 247) was offered to voters in Louisiana regarding sports betting. The referendum passed in 55 of the state's parishes. By state law, sports betting became legal in those 55 parishes only.
Under the terms of the new law, the Louisiana Gambling Commission is authorized to approve 20 sports betting licenses. These 20 licenses will be divided as follows: 15 going to the state's retail casinos and the other 5 going to the state's racinos ( horse racing + casino). Should any of these licenses go unclaimed, they will be made available to other gambling interests in the state.
Each licensee will be permitted to run one or two online betting sites. This is possible because operators will be restricted to operating in designated parishes. There will also be one online sports betting license issued to the Louisiana Lottery. That's a total possibility of 41 sports betting licenses. In the case of the Lottery, residents from all 55 approved parishes will have access.
With sports betting due to launch in mid-October 2021, the picture of participating online bookmakers is just starting to become clear. Likely participants figure to include top U.S. bookmakers like BetRivers, Fanduel, DraftKings, BetMGM, Twinspires, Caesars Sportsbook, and a host of other online bookmakers currently doing business in the U.S.
Note: Gov. John Bel Edwards also signed House Bill 697, which served to establish license fees and tax rates. Over the next five years, operators will need to pay taxes on sports betting revenue at rates of 10% on retail bets and 15% on online bets.
