Given the open attitude toward online gambling in the state, you shouldn't find it surprising that sports betting is legal in Maryland. They overwhelmingly approved the measure to make it legal on the 2020 ballot referendum.
Governor Lawrence J. Hogan Jr. signed bill HB 940 in May 2021. However, despite them opening it up, Maryland didn't approve its first operator until December 9, 2021, when they issued a license to MGM National Harbor Casino. This is one of five casinos that received licensing to operate in the state.
Unfortunately, despite them making it legal and issuing the licensing, they didn't allow sports betting even in 2022. That shows how while some states may make it legal, they still need to go through a rigorous process. Maryland continues to inch its way forward, however, and we may even see full legalization of online gambling in the state eventually.
Maryland does offer 60 mobile and online sports betting licenses, but if you want to get one, you will need to pay $500,000 for the fee and process of applying. Because of the fees, Maryland is unlikely to see some of the small sportsbooks opening up shop. Each of the sports betting licenses will make them legal for up to five years.
The interesting thing about Maryland comes from how it has taken them two years to go through the process, and most don't expect them to legalize sports betting fully until the 2023 Superbowl. Still, the state has not set a firm date for opening, which means that it could be even longer than that. When you compare it to other states that opened more quickly, it is curious that they have taken so long to make it legal, despite their full support for it.
