Legal battles across the country continue to play out, and one of the latest battles is playing out inside a federal courtroom. What happens inside will have a huge impact on the future of gambling in Alabama. Everything centers around redrawing the state senate districts of Huntsville and Montgomery. All of this redistricting could determine whether Alabama will legalize online casinos, sports betting, and the lottery in 2025.
Everything played out in April 2024 with a narrow defeat for gambling legislation at the Alabama Senate. The bill would have passed except missing by a single vote leaving it unable to pass the legislation. The proponents of the bill include Democrats and Republicans who argued that the increase in online gambling activity would lead to higher revenues for the state and a boost in jobs and tourism.
One analysis showed how the legalization of online gambling could lead to an increase of $749 million in revenue for the state. Other experts put the revenue even higher at up to $1.2 billion. None of this makes it easy for them to look past.
Most opponents oppose online gambling based on moral grounds. They expressed concerns about the potential for social ills that may arise such as gambling addiction. For example, an estimated 2.2% of the adult population in Alabama struggle with gambling addiction, according to a 2021 survey from the National Association of Administrators for Disorder Gambling Services.
Not everyone buys into this idea, however, because you can still go to the land-based casinos and gamble.
Currently, they'd like to redistrict the state senate maps after alleging racial gerrymandering. The US Supreme Court ruled that the Alabama legislature map violates the Voting Rights Act of 1965. They will return to this issue in November, and if the federal court determines that the current maps are unconstitutional, this will mean a redistricting of the map. This could change the way that the state senate looks. At the same time, it could foster an environment that expresses more positive feelings toward online gambling.
Some say that it could make no difference in online gambling, but there is still a small chance that it could lead to it becoming legal. After all, the bill only failed to pass by a single vote. Senator Sam Givhan said that he doesn't think much will change unless it means that the lottery could be played.
Even with redistricting the state map, it isn't a guarantee that it will change much. The factors that could have an impact on it include incumbent advantage, moral argument, and alternative revenue streams. When you look at redrawn districts, the incumbents often find themselves at a big advantage when they redistrict. Opposition to online gambling based on moral grounds also continues to be of a strong opinion in the state. Some may fear legalizing it due to them worrying that it could alienate their base.
