As legislative sessions near an end throughout the U.S., it looks like a few states are hitting the pause button on online gambling legislative efforts. That certainly appears to be the case in Texas, Alabama, and Rhode Island. Here is a look at what's going on in these three states.
In a week where the Texas House approved several pieces of important gambling-related legislation, it would appear it was all for naught.
The bills in question included HB 1942 (sports betting legislation) and HJR 102, which is a Constitutional amendment that would clear the way for HB 1942 to become law. The sports betting legislation passed the House by a vote of 82-51 with 17 non-votes while the Constitutional amendment passed by a vote of 101-42 with 7 non-votes.
Unfortunately, the excitement surrounding the news was short-lived. It was Lt. Governor Dan Patrick who immediately stepped forward and announced that neither bill would get consideration in the Senate in 2023.
Claiming it's a partisan issue, it's clearly Patrick that is standing in the way of Texans getting the right to legally bet on sports in Texas. He has opposed the issue since the beginning, and it doesn't look like he is interested in whipping up Senate support in 2023. All gambling legislation is currently D.O.A.
