There were high hopes that Maine’s governing bodies would be ready to open the state’s doors to legal online casino gambling by some time in Q1 of 2027. It’s now starting to look like that date is going to slip perhaps to the second quarter.
Milt Champion, the Executive Director of the Maine Gambling Control Unit (MGCU), recently stated that they are expecting significant changes to the most recent rules that have been submitted by his unit. The current rules were published for examination on September 30, 2026, with a submission deadline changes set for October 30. Comments from the public are also being accepted.
What’s clear is that the state will not approve a launch until all issues have been settled and the rules have been cemented. Maine is aiming to become the 8th state to legalize online casino gambling, joining Connecticut, Delaware, Michigan, New Jersey, Pennsylvania, Rhode Island, and West Virginia.
If changes are needed, the MGCU would have to put forth a fourth rules iteration before Congress. Until no more changes are needed by regulators, the process cannot move forward to the last stages of the process, being a final review and adoption.
How long might the delay be because of a fourth review? It could be up to 270 days with the MGCU having 120 days for its review and an additional 150 days allocated to the state’s Attorney General’s office. These are not time estimates, only the maximums that are dictated by law.
Note: Even if significant changes aren’t needed to the third iteration, the delay could still slip past the Q1 launch target. Time will still be needed to complete the current review process, plus the implementation of licensed operators would take additional time.
This potential possible delay is being driven by the changes submitted to the version presented in July 2026. The prosed changes included the following:
1. Live deal studios would be permitted to stream from outside of Maine with proper approval from the MGCU.
2. Routine live dealer game updates would be allowed without the need for separate approvals.
3. Tribal advertising and marketing efforts would not be allowed to target potential patrons under the age of 21, the state’s official gaming age limi.
4. All advertisements would need to display the appropriate Tribe’s name and official logo.
5. A real-time, automated self-exclusion process would need to be offered on the gaming site. Further, that process would need to be administered by a third party.
