Recently, there have been rumblings that Indiana State Legislature could be closing in on online casino legislation. This has been long overdue, considering Indiana was one of the first states to legalize sports betting (retail and mobile), which took place back in 2020.
Recently, Rep. Ethan Manning has been pushing HB 1536, the latest of three attempts to bring other forms of online gambling to Indiana residents. Let's take a look at what is in HB 1536.
The new online gambling bill focuses first and foremost on bringing online casino gambling to Indiana residents. The bill would also legalize online lottery ticket purchases and online poker playing.
Should the bill pass, it would make Indiana a full-service state for online gambling. In the process, this would make Indiana one of the few states to go all in on online gambling, something that also includes Daily Fantasy Sports and horse race betting. It's noteworthy that online lottery ticket purchases are included in the Bill because Indiana Governor Eric Holcomb has long been advocation for such inclusion. That makes it more likely he would sign this bill if it gets to his desk.
It's also noteworthy that it is becoming clearer that the passing of online casino legislation would not be a threat to the state's land-based retail casino community. That would be as long as the applicable tax rate on online casino revenue was set at 15% or higher, which is part of the proposal.
Pretty much everything in this bill would be beneficial to wanting U.S. residents. It's the state's residents that have made clear they want to play online casino games from the comforts of home.
One of the most notable benefits would be the allowing of online casino games like Baccarat, Roulette, and Blackjack. If live dealer software developers like Evolution Gaming and Playtech were to be allowed to bring their wares into the state, it would open the door to employment opportunities. On its own, Playtech has stated it would need to hire as many as 100 residents to run its live casino operations. That number is very much in line with what the operator is doing in Michigan and New Jersey.
The addition of casino gambling would also give Indiana more online gambling options, which would very likely translate into more tax revenue for the state. Some experts believe that number could be as high as $55 million in taxes for the first year.
The transition to adding online casino gambling would be easy. In fact, most of the top U.S. online casino operators are already offering online sports gambling access in the state. It would likely include operators like BetMGM, Fanduel, Caesars, BetRivers, and DraftKings. It's also possible that operators like Bally Bet Casino and Golden Nugget Casino could be included in the mix.
The jury is still out on online casino gambling, but it feels like something is about to break. If it does, it's clear that hundreds of thousands of Indiana residents are ready to take the leap of faith.
