There is a two-pronged approach to gambling occurring in Michigan at this very moment. The first factor is that the state does prefer to have legal gambling within its borders in the next little bit, but they also want to crack down on illegal gambling at the local level.
Michigan already has a number of land-based casinos within its borders, and it would like to expand legal online poker to those land-based operations. However, they also want to make sure that illegal gambling outfits are not allowed to continue to operate without any kind of penalties at all. Thus, local councils have been putting new laws into place to crack down on illegal gambling.
The local governments have defined gambling as a game played for money or something of value that uses equipment that is common to gambling in general. They have set the penalties at up to a $500 fine and as many as ninety days in jail for each offense. It was pretty easy to get this passed on a local level as it breezed through the local council vote 7 to 1. The only opposition came from one member who was afraid that the language in the new law was too vague to be fairly applied.
A lot of people see this move as a way for local governments to clean up their house before bringing in legal gambling via the land-based casinos that already exist. In other words, they think that the casinos are doing this so as to allow for legal gambling to come into play in a way that looks more dignified and clean. Also, it is to the benefit of legal gambling operations to have the illegal operations shut down as quickly as possible.
Michigan seeks to join a number of other states that have legalized online gambling in recent years. Those states are already seeing a great uptick in the amount of tax revenue that they collect from this activity, and that is a very tempting thing for any other state that is starved for tax revenue at the moment.
